The photo was taken outside of the Boise Historical Museum in front of the statue of Sacagawea, also present, but not pictured, was OPA Director Sam Pailca and Independent Civilian OPA Auditor Kate Pflaumer. Attendees at this years conference represented law enforcement oversight groups from major cities and counties throughout the United States, Canada, Northern Ireland, South Africa, and Scotland. Although many agencies were represented, Seattle was the only agency that had representatives from all three of its oversight components and legislative body. The strong showing at the conference was indicative of Seattle's commitment to improving effective police accountability and a testament to the dedication of those attending. The strong presence of Seattle's oversight practitioners was in keeping with this years conference theme, "Making Justice Visible".
Seattle attendees spent 3 1/2 days in lectures and workshops learning best practices in conducting and reviewing civilian oversight investigations of police misconduct, establishing professional standards, discussing current issues in civilian oversight, making effective policy recommendations, the role of civilian oversight in preventative policing, outreach to youth, and how to promote fair and equitable law enforcement practices.
