HomeWiseAbout HomeWise: Weatherization Services

Seattle homeowners and rental property owners can get free weatherization services if they meet income qualifications. (Qualification is by tenant income.) Low-interest home improvement loans may also be available to homeowners for further needed repairs.

How to Apply

Homeowners — download the Weatherization for Homeowners application.

Property owners — download the Weatherization for Rentals application. Please note: You can fill in the fields in this pdf document, then print and mail the document back. But you can only save the filled-in pdf if you have Adobe Acrobat Professional. Also, this application for rentals has pages that must be printed on 8.5x14 paper for legal reasons.

To qualify, you must meet certain income guidelines. An Outreach Representative will determine whether you are eligible to receive HomeWise weatherization. You might also want to consider installing conservation measures as part of a home repair loan.

The HomeWise weatherization program is for homes with low income households and apartment buildings that qualify by residents' income.

Work may include:

  • Insulation of the attic, walls, waterpipes, floors at crawlspace, and crawlspace (including ground cover)
  • Venting of bathrooms/kitchens
  • Pipe wrapping to avoid freezing
  • Air Sealing
  • Weatherstripping of exterior doors
  • Window caulking
  • Duct insulation
  • Furnace repair, tune-up/replacement
  • Combustion appliance safety
  • Energy conservation-related repairs
  • Partial payment for other measures that add value by energy conservation benefit

Your application will require certain documentation. Here's a good summary of the documents you will need to provide.

Using state of the art equipment, a HomeWise Property Rehabilitation Specialist will conduct an energy analysis of the home and recommend a conservation package to fit your needs. The energy conservation package, which includes insulation, venting, weatherstripping, and more, will be installed during construction.
