Partners
As part of the Base Realignment and Closure Act (BRAC)
process, the City of Seattle solicited Notices of Interest (NOI) for potential homeless and public benefit conveyance uses (see request and submissions below).
Out of the NOIs received as of the January 2007 deadline, the City selected the
partners listed below. With the period for submitting NOIs closed, no other players
can be added. See also a contact list for all partners.
- Seattle Housing Authority
Seattle Housing Authority is acting as lead developer for the redevelopment of the
Fort Lawton site. It will help develop a master plan that includes housing, open
space, infrastructure, habitat protection, etc.
- Archdiocesan
Housing Authority
AHA will serve as a developer for homeless housing. AHA will work with United Indians
of All Tribes (see below) to develop culturally appropriate services and ensure
respect for the land.
- YWCA
YWCA will serve as a developer of homeless housing. The YWCA owns and operates permanent
and transitional low-income apartments for women and their families.
- Habitat for Humanity of Seattle/South
King County
Habitat for Humanity will develop affordable housing. The homeowners invest hundreds
of hours of their own labor — sweat equity — into building their Habitat
house and they pay a no-profit, no-interest mortgage.
Notices of Interest and Requests for Proposals
As part of the Fort Lawton redevelopment process, the City of Seattle solicited Notices of Interest (NOI) for potential homeless (see request and instructions) and public benefit conveyance (see request) uses.
Further, in early 2008, the City of Seattle sent out a Request
for Proposals seeking a consultant team to assist in preparing a redevelopment
plan for the 31-acre Fort Lawton Army Reserve Center.
As requested by participants at the March 29 Fort Lawton workshop, the City has posted here the NOIs and RFPs. Before publishing, the City reviewed the documents for information that is exempt from disclosure under the Public Disclosure Act and BRAC regulations.
NOIs:
Important note about NOIs: As the Local Reuse Authority (LRA), the City of Seattle is charged with soliciting and evaluating notices of interest from homeless housing providers and representatives for other eligible public benefit uses. While the LRA must select among the providers that submitted NOIs, the LRA is not required to accept the NOI exactly as proposed in the NOI application. Rather, the LRA can work with the selected provider to develop the most appropriate housing or other public benefit program.

Final Plan Submitted
City Council approved the Fort Lawton Redevelopment Plan on Sept. 22, 2008. The entire package was submitted to the Department of Defense and the U.S. Department of Housing and Urban Development on Oct. 13, 2008.
A hard copy of the entire package submitted to DOD and HUD is available for public review at both the Central Library and the Magnolia Library.
